In March 1999, the Peabody Trust asked USM to give them retail advice on their housing development at Royal Victoria Dock. This scheme is part of West Silvertown Urban Village, an early attempt at producing a local community within a larger urban area and was an overall partnership between the LDDC, English Partnerships, Peabody Trust, East Thames Housing Association and George Wimpey PLC. Peabody's architects (Tibbalds Colborne) produced an award winning residential scheme with 2 large retail units on the ground floor totalling 7,355 sq.ft (684 sq.m). However lettings did not materialise and the practicalities of how best to organise the retail elements needed to be reviewed.
